This video recaps an interview with William Hoagland, a federal budget expert with 33 years of federal government service. From 2003 to 2007, Hoagland served as the Director of Budget and Appropriations in the office of Senate Majority Leader Bill Frist, M.D. (R-TN). From 1982 until 2003, he was a staff member of the Senate Budget Committee, serving as that committee’s staff director from 1986 to 2003. He participated in major federal budget legislation including the 1985 Gramm-Rudman-Hollings Budget Deficit Reduction Act, the 1990 Omnibus Budget Reconciliation Act, and the historic 1997 Balanced Budget Agreement.
